Add one or more tags to a video meeting record.
Connects the given tag ids to the video without removing any existing
tags. Tags that are already connected are ignored (no duplicates), so the
call is effectively idempotent. Success returns 200 with an empty
object {} — clients that
need the resulting tags call GET /meetings/{meeting_id}/tags. Unknown
request fields are rejected with 422 at request validation.
