Bulk update tags on multiple meetings

Update tags on multiple video meeting records simultaneously.

mode controls whether existing tags are replaced or appended to.
Returns the count of successful updates and any failed video IDs.
Failures are returned as Public API error envelopes (e.g. 404, 502).
