Retrieve the comment list of a phone call leg

https://example.com/public-api/v1/phone_call_legs/{phone_call_leg_id}/comments

Retrieve a call leg's comments, wrapped as {"comments": [...]}.

Each comment carries its resolved value, structured element
spans (urls / times / mentions), and audit fields. The list is empty
when the call has no comments; 404 if the call-detail id is unknown.
The id is validated as a UUID, so a malformed id fails with 422
at request validation.
