Retrieve a video detail's comments, wrapped as {"video_comments": [...]}.
{meeting_recording_id} is a video-detail (recording) id; the response
lists every comment on it, oldest first. Each comment carries its text,
structured element spans (urls / times / mentions), the created_by
author, and created_at / updated_at timestamps. The list is empty
when the video detail has no comments; 404 for an unknown id, 422
for a malformed one (rejected by request validation).
