Retrieve a video's transcript, wrapped as {"phrases": [...]}.
{meeting_recording_id} is a video-detail (recording) id; the response is
the full transcript as an ordered list of phrases, earliest first (ordered by
starts_at ascending). Each phrase carries its starts_at and
ends_at time range, the spoken phrase text, and the speaker
(video_participant, null when unattributed). The list is empty when
the video has no transcript yet; 404 for an unknown id, 422 for a
malformed one (rejected by request validation).
