Update the access permission of a video; returns the updated settings.
Sets the permission type (access_permission) and the accounts granted
access (access_users); returns {"access_permissions": {...}}. 422 on
invalid input (at request validation). 404 if the video id is unknown or
an access_users entry does not resolve to a user in the tenant. 403 when
the caller is not allowed to modify the video's permissions.
