Update an existing comment on a phone call leg

Replace the text of one comment on a call-detail record.

Both path params are validated as UUIDs and the body against the request
schema, so a malformed id or an unknown/blank field fails with 422 at
request validation. Only
the comment's author may edit it — a non-author caller is translated to
403 and an unknown call-detail/comment to 404. Returns the full
updated comment.
