Trigger creation of a new summary for a video detail (recording).
Summaries are generated asynchronously: the call returns 201 with the
new record in summary_status = "PROGRESSING" and a null summary;
the final text arrives later. Send {} to summarize with the tenant's
default prompt, or include submitted_prompt_template_id to summarize with a
saved prompt template. Returns 404 when the video detail id is unknown and 409
when a summary may not be (re)generated. A 422 is returned for invalid input —
either rejected by request validation, or when the request itself cannot be
accepted (e.g. the per-video summary quota is exhausted).
