Retrieve the summarized transcript phrase groups of a video, by start time.
{meeting_recording_id} is a video-detail (recording) id. The response is
{"phrase_summaries": [...]} — one entry per phrase group, each with its
summarized text, start/end time, and speaking participant (empty when none
yet). 404 for an unknown id, 422 for a malformed one (rejected by
request validation).
